Termination: The Rise and Fall of a CAO

Al Hoggans presentation will focus on the personal side of a CAO termination. Both internal and external effects and on the impact of termination on the CAO/family/friends/co-workers, and on the administration left behind. Some analysis of the path forward and the long term impacts on the CAO both personally and professionally.

Where AUC and municipal authority intersect: Power Plants, MGA s 619 and municipal success stories

This session will have the first 30min be an overview of the intervener process and some practical tips for municipalities navigating the process from Kim Macnab with the AUC. Jeaneane with Brownlee LLP will then present and take questions from members.

Resilient Administration in Challenging Times – Course Overview

As municipal administrators face rising pressures, heightened expectations, and increasingly complex workplace dynamics, this session introduces the Resilient Administration in Challenging Times course – jointly developed by RMA and ABmunis, and in partnership with LGAA and ARMAA, to help build capacity and resilience across Alberta’s municipalities. Attendees will learn about the course’s development and structure, as well as the practical skills, shared experiences, and peer-to-peer learning opportunities it offers.

Municipal Workforce of the Future

Wendy Gnenz and Melanie Fix will draw on the 2026 MNP Municipal Report to highlight how rural municipalities must plan for a workforce that is simultaneously stretched by capacity pressures and rapidly reshaped by digital and AI adoption. The session will emphasize that success is not just about technology -leaders need to address culture, workforce sustainability, skills development, and change fatigue while building governance and trust around new tools. It will also explore how municipalities can pragmatically leverage data, automation, and AI to improve service delivery and citizen experience, despite limited resources and legacy systems. Ultimately, the presentation will frame the “workforce of the future” as an integrated strategy where people, leadership, and digital capability must evolve together to deliver resilient, modern local government.

Drawing the Line Between Public Engagement & Abuse from the Public

This presentation will examine the delicate balance between fostering public engagement and freedom of speech for your ratepayers with your duty to protect staff from harassment and abuse. We will examine practical response strategies, and consider issues ranging from trespass orders to defamation claims.

Before It Breaks: Employment Contracts, Terminations, and Managing Legal Risk in Municipal Leadership

This session focuses on where employment relationships tend to go wrong and how to handle those situations properly. It covers the basics of enforceable contracts, managing performance and difficult employee files, and making termination decisions that hold up under scrutiny. It will also address how to approach a termination from both sides, including what to do if you are the one making the decision or the one being let go. The goal is to give you a clear sense of risk and how to manage it in real-world situations. Designed for CAOs and senior leaders, this session offers a clear framework for identifying risk early, making defensible decisions, and navigating disputes when they occur.
