Ministry Of Advanced Education
The Ministry of Advanced Education is responsible for an adult learning system that provides
accessible, affordable and high-quality education for Albertans. The Ministry prepares Albertans
for lifelong success through education by approving programs of study; funding public post-
secondary institutions and other adult learning providers; providing financial aid for learners;
registering and certifying apprentices; supporting academic research and innovation.

Programs, Engagement, and Innovation Division
The Programs, Engagement and Innovation Division implements key policy and strategic change
initiatives, including targeted program expansion to meet Alberta’s workforce needs. The
division provides opportunities for stakeholder engagement to inform and influence government
direction; supports Alberta’s International Education Strategy and post-secondary research and
innovation; and works with internal and external stakeholders to transform the ministry’s digital
architecture and services.

Program Oversight and Strategic Workforce Planning Unit
The Program Oversight and Strategic Workforce Planning unit resides in the Program Innovation
Branch. It guides the development of Alberta's adult learning system by identifying systemic
needs, opportunities and risks, and by ensuring high-quality programs of instruction delivered by
post-secondary institutions. The unit builds excellence and capacity in post-secondary
programming across the province, and supports efficient, effective program delivery for learners
through sustainable, collaborative models. The unit works closely with other areas of the
Ministry, other ministries, post-secondary institutions, regulatory bodies, community
organizations, and other stakeholders to develop, implement and monitor adult learning program
priorities and system planning to meet the province's economic, workforce, and societal needs

Role
This position is a key member of the Program Oversight and Strategic Workforce Planning unit
which guides the development of Alberta's adult learning system by identifying systemic needs,
opportunities and risks, and by ensuring high-quality programs of instruction delivered by post-
secondary institutions

Working with the Strategic Workforce Planning Manager, and in the context of a substantial
range of relevant legislation and policy including the Post-secondary Learning Act, Programs of
Study Regulation and Roles and Mandates Policy Framework the Strategic Workforce Analyst
provides coordination and expertise internally and externally in support of adult learning system
development including post-secondary program review, Campus Alberta Quality Council
(CAQC). The Strategic Workforce Analyst is responsible for project management, design of
strategies, and reviews of program proposals, development of strategic and operational policies
and processes, and multi-jurisdictional data and research analysis to support strategic decision-
making. The Strategic Workforce Analyst takes a system approach to collaboratively designing,
implementing, and monitoring a wide range of education and training programming in Alberta.
Recognizing that the adult learning system is dynamic and will continue to evolve, the Strategic
Workforce Analyst adapts programs and process accordingly, while focusing on long-term
strategic direction of the ministry and Alberta Government Priorities.

 

Qualifications
Requirements
A university graduation in Public Administration or in a related field plus 4 years progressively
responsible related experience. Related experience or education may be considered as an
equivalency on a one for one basis.
Knowledge and/or experience of the following are considered assets for this position:

 An in-depth knowledge of education and training providers, programs and issues in
Alberta’s adult learning system and knowledge of Advanced Education and other
Government of Alberta legislation and regulation.
 Knowledge of Government of Alberta ministries, business plans, policy frameworks and
strategic priorities and understanding of stakeholder groups impacted by the Ministry
mandate and operations.
 Broad knowledge of post-secondary education issues provincially, nationally and
internationally, and an understanding of the economic, political and social environment in
which Alberta’s adult learning system operates.
 Experience in research and data analysis.
 Experience in grant management.

Salary
$2,716.64 to $3,550.90 bi-weekly. ($70,904 – $92,678/year)
